As the post is up now for 210_12c:
There is no other prerequisite. Once you have the required pods 3 to 5 of each Energy, nano, bio if I remember correctly just click on the hatch and bb2 will get going. Note that pods is not energy in cargo bay where V was, but bio, nano and energy in cargo.
Do not play the game with URM or mod as that will corrupt your quests and data state.
If you launched the game with URM wipe your entire game folder, redownload and install and start new. (maybe skip to day 10 or so in main menu)
