I'm not sure what you mean. If you disable lip growth, and then interact with something that changes her expression, her expression still changes.
However, disabling lip growth ALSO disables the bimbo expressions she gets at higher CC levels - this is intentional since those expressions are a direct result of the huge lip sizes.
