You don't gotta boink 'em to get the pill, you just gotta bonk 'em.
If you're going after the special bounty target - known to be carrying contraband (strange pill) - seek them out and Attack them. If they immediately surrender, I believe you can click punish and then select Strange Pill. If they resist, defeat them, and then you should be able to loot it from them. (There were issues with some of this process, which is apparently resolved in recent hotfixes.)
Later on, you'll be able to loot Strange Pills as random drops from junkies, choose one as a reward from beating a Junkie Boss, or - much later, when almost all pills are unlocked - they can be crafted in the lab.
