Where is the basement you mentioned? There is no secret room in the basement you mentioned. In the basement, we talk to Adel and a girl and pressure her to tell us the password. Are you talking about that area? There is no secret room in the basement, I couldn't find it.
Yes, it is the area where Adel is. You can go past her after torturing the maid where she won't pay attention to you. If you go through that method then Lamia won't be with Agent17 and you can progess. Once you get to the X mission with Agent17 there's no further content so it's uncompletable (just a heads up on that).
