Of course it is :) Great! Here are some more thoughts and ideas, specifically for Chapter 2:

"People's Hidden Districts": Let Elena access forbidden parts of the city through secret paths or by bribing/corrupting guards.

"Public Displays": Use the city to create new types of scenes (public punishments, slave markets, etc.) where Elena can be exposed and earn money through humiliation, or witness the treatment of others.

"Faction Influences": Perhaps there are different factions or groups within Unian society that treat slaves differently — create small choices around which "owner" Elena might try to attract the interest of.
