You need to buy a mask and scuba gear to be able to go down. Or get a hook and pull yourself to the bottom to get it.
Also in the settings there seems to be an option to reset the position of ATV, but I don't know if it works
I don't see the setting lol
It's in the reset options on the load menu in the main menu, I haven't tried to use it in a long time but when i did last try to use it, it did not work. The Scuba gear or hook are the best option.
