The areas to drop cards into are a bit small. Make sure your mouse is hovering over the empty field when dragging a card, like this:
If that doesn't work, you can try going into fullscreen, or try the GitHub Pages build: https://my-koala.github.io/PhilBuster/
If it still doesn't work, it's probably a browser problem (in which case, what browser are you using?).
