Yes, that quest for Violet cannot be completed until both Lenya's and Jasmine's quest are progressed. If you do them both first, Violet should be in the kitchen, during the morning.
The only other reason why Violets quest wouldn't work is if you used an old save, from an outdated version.
If that's the case, you can just jump to act 2 and start from where you were.
