Found a bug, if you start by roaming around the camp instead of joining the others around the campfire then you won't be able to join them on the second night (I did this on a save file starting from the start so it isn't that)
That is strange. When I try to recreate the bug, I am able to choose the campfire chat after exploring. What background are you playing as? Maybe that is causing the bug. I tested this with the Wastelander background.231 days ago(+1)
