to the best of my knowledge the game is 100% free. Xey is still working on the game, as a matter a fact they are working on two games, and streamed himself working on the other last night on Picarto. According to him in the very near future he will be doing a stream where he will be working on goo girl. As to turning into a goo girl permanently, i don't think thats a feature yet but is something thats supposed to show up in future updates.
