I'm having the same problem, and the solutions suggested haven't worked for me :( I've installed the VX ace RTP, tried running the Japanese and translated versions but both give the same error. I notice that both downloads are v.1.13 too...
What I can think of is that you may not be using the japanese "uncompress name code" (I am not sure how it is named on english) called "932 ANSI/OEM" . What you have to do is open the zip file with winrar, go to options, name cifrade and change it to the japanese one (932 ANSI/OEM), after that, uncompress and you should have it. I notice this because the music files had a weird simbol name instead of a japanese one. I hope this helps.
