It's ClickTeam Fusion 2.5. It's a game development software with a focus on visual or low-code programming.
Other words, a Wysiwyg.Which I don't blame or mind. Some games coming from these types on environments are huge; so long as the one who made them takes full advantage of what the environment can do or at least put a twist on it.
