Rage points grow and decline through Book 3 (and NG+), they correspond to his 'base-line' Rage (he's got anger issues at this point). It manifests a couple of different ways; in combat that is your starting rage bonus. Some story elements also read different if you have very high or low Rage points (some enemies can be scared into submission, while other entities will refuse to deal with you). Reducing rage happens either naturally through story or by spending some quality time with your Chosen.

Thank you SO much! I swear I searched the fandom, I guess I conspired to miss it somehow.

Speaking as an American who studied at University of Edinburgh as a young man, I immediately fell in love with Book 1. But I have become so immersed in the story so far, and in the characters and their interactions, the combat sequences... I think Love of Magic has become my all-time favorite. So thank you, both for the reply and for developing a game I simply adore.
