The fact that futa-mode is being paywalled, it is likely to be a disabled option. I'm nearly positive I read in another post they made though that it was going to be an option that could be toggled.
They have not stated that its gonna have Futa as a permanent thing in the game, so yeah, they are making it as an option you can turn off. The only thing its meant for is for a specific scene with Matilda as from what i can read from the blog post.
