A lot of people asked for the same thing, and I think their solution on one of the older updates if I recall was just having a note press when no notes were registered not count as a miss.
Sure, it doesn't help with HP, but it helps with Full Comboing songs. Also a bunch of other rhythm games have an HP system like that, so I haven't seen a lot of people complain since they changed that.
