I noticed that the third tier of the rabbit mutation (in terms of what it does gameplay wise, the description of what it does flavor wise is there) was left blank, was that an accident or just a placeholder?

Okay, I legitimately apologize for not responding. This last year has not been great, so I fell off the face of the earth for a bit. I won't give some whole rant about that, but to answer your question, this was an accident. I'm going to attempt to go through and clean up some of this.
Since I left you hanging, just so you know, the ability actually will reflect the following

"Once per shift, the subject may choose to project the show they represent onto a monitor of choice within the current department they occupy. They can see and hear whatever is on the other side of the screen, as well as access the basic functions of the machine it is attached to. Any higher level access will be locked behind a password still."
