Did you try using a VPN?
The russian payment is declined due to sanctions if I remember correctly. So VPN won't help much if the all their cards are declined.
Maybe try using an E-commerce payment system like 'YooMoney'?
That question should be adressed to russians or whoever has problems with sanctions in their region, I dunno much about alternative payment methods, only that they can't pay directly.
