Just did a read through and this looks great. I do have a rules clarification question. If a player passes their turn and therefore rolls on the event/disaster table, are those events only allowed to affect the people/avatars that they themselves steward or are they allowed to affect the creations of other players with their events/disasters? I couldn't find it specified in the rules but I would imagine the stewards would get the final say in a how a disaster affects their people/avatars/cities.
