I would like to create new sheets for Accessories . Just curious to know how you guys do it. Is there a tool or did you do it manually?

You'll have to first create the spritesheet using some sort of art software, LimeZu uses Aseprite (It's on Steam). Then you can import that spritesheet into the Character Generator if you wanted to use it there. There's a guide for how to import custom character pieces in the Character Generator help menu on page 10.
