how do you get lights on mode to work on this?

In this section, you see how to use cheat codes.
BUT, next update will remove the "lights on" from "cheat codes" and add it to the control system instead. I am working and trying to find time to finish a proper control mode for the coaster, as it was never intended to be controlable.
