Can I use a game that I already made and change it to fit the theme?
As an example, I made flappy bird and the theme is Space, so I change the art to fit the space theme.
Am I allowed to do that?

Short answer: I guess you are allowed depending on your goals for the jam.
It'd be better if you make something that, when you submit, could be considered a 'new game' for you. That said, you can totally use existing or previously created assets (like code, art, sound, etc.). They can be things you've made or things that you have the right to use, like things from the Unity asset store. There's a grey area here. Could a game company do this and a player consider it a 'new game'? Are the changes 'significant'?
In the end, the game jam is about learning something and growing as a game developer/artist, and if remaking a space-themed Flappy Bird is something you want to learn, then that's great. I would recommend, in the spirit of the jam, that you try to experiment by adding a new mechanic or two as well.
For others reading this post, simply submitting a game you've made in the past as-is is NOT allowed and will result in removal.
