How does the rune monster appear? is it holliday like halloween or just roams around ?

i did the rune puzzle with all runes but she ain't spawning which is why i'm wondering what to do next. what do you mean summon her ?
nvm found her. seem to come around often during sunset hours, atleast in my experience.
