It should happen automatically when you go to sleep next, Make sure you've done Emma's quests too, people usually miss her
Yeah idk ive dubled check i have everyone to the point where i cant progress without act 2 but it hasn't activated
Strange, try starting a new save, selecting 'skip to act 2' and then sleep, it should put you straight into the act 2 quest without you missing anything.
