Blood should just appear in there after you get to the point where you need to get invited to the frat party and what you said. If it's not then a fix should be coming along with this month's update.
Maddox should just be his gym work and Boss work events then he'll tell you about the new job. Both Maddox and Rarox are public as well. Rarox needs some Harold and the growth potions.
But more help in game is coming later this month to help with it all!

hopefully the patch will work or i might have to replay everthing once again (not that i don't like the game but i did it so often already)
okay then I'm going to wait with the Blood event.
and have to find away to get the jobs (Boss) for Maddox and Rarox still clueless on those in terms on how to get them but i hopefully find a way.
