I don't think so, i don't know how to test if the passenger character and everything works fine, since you can't test in in SP, or at least i don't know how. Will see tho.
I should elaborate. You need to create game in multiplayer, off of a single player game. Once you've loaded in, you can switch between all seats with control G, without having someone in the game with you.
