You can trigger the Zed quest by talking to him completely then clicking on something in the aqueducts entrance.
You can give Oakley a rainnot during twilight/day when Annie is back in the party.

Yeah still stuck on it. I am trying to piece the clues together. I know the mini guide says apparently it can be done as soon as Chapter 1 even before you have access to the deeper Aqueducts dungeon (apparently). I talked with various guild NPCs to see if any were Zed... no dice so far. Currently was in the Day time, so maybe it needs to be Night... haven't tried it yet. So far all I see is Nero and the 3 doorways that lead to nowhere yet. I will keep working on it.
