Launch the game. Minimize the game. Go to Windows screen resolution settings - Display and change the monitor screen resolution settings there. Close the game and restart. It should help. This helped me set up windowed mode 1290x720 on an old 1280x1024 monitor.

You wouldn't happen to know anything else, would you? I've been trying to do what you said and it only makes the window smaller.

Switch resolutions until the game window appears completely within the resolution you set. As soon as the window is displayed completely - return the native resolution of the monitor. This should help. Once is enough. Then new updates did not require new settings.
