This is the map I used for reference when I was programming the sewers. Basically you need collect all the clues first before encountering Hyrda. You should find Ashur got all beat up by the monster and should basically be begging you to fight the creature. Then your mission should update and you can find the monster in the lowest right corner of the second floor. Hope this helps! Let me know if it needs more clarification and best wises.
