I’m afraid not, those purchases are tied to Google Play’s payment system. The closest equivalent would be purchasing a paid copy of the here, or on Steam or GOG.
It’s because there isn’t an Android Paid apk. Android has free versions distributed though places like Github and a free (but with cosmetic micro-transactions) version on Google Play. There is no up-front purchased version of the game on Android.
