Hmm you need to rescue the merchant's companion first in order to unlock the sub-locale menu. Your exploration experience needs to be above 2 and then you need to rescue the Merchant's companion.
How did you get that task? You shouldn't be able to get it that early

I think it's caused by a bug with you running out of time on the day where you have the conditions met to see the merchant. I'll have that fixed in the next patch
