it's pretty obvious to me when there's an event.
there's a certain option on their door that isn't there when no event is possible.

then go back to the bar when it's evening.....

From my experience, theres an exclamation mark next to a character in the character menu when theres a new event for them, I check the doors at different times of different days and if it says * talk * or something along those lines thats how I trigger the next event.
