how do you find elith and how do you level up celestian form? I tried asking the fortune teller and the barman but i've hit a wall :((

I don't like this mechanic myself. Too slow and routine. Probably the most boring part of the game.

How many meditations does it take to level up? Im stuck at level 1 Celestian and can only stop time once before needing a recharge...
