I'm trying to get through the swamp, and it seems I need a second tool to get through some rubber. It might be scissors based on some comments. What's the unlock conditions to get them?

In the depths of the swamp is a lair of serpentfolk. Inside you can find a schematic for making these scissors / shears.
You'll need good aim if you want to bridge the gap to their stilted lair, however
