Likely you don't have dx12 compatible hardware. Inside the install directory is a file called dx11.bat just run that and it should work.

Silly question. Are your gpu drivers up to date? If not please update them. Sapphire is using the latest version of unreals newest engine so it does require you update your software drivers.
