So I have a slight issue, I have jin at level 5 and no upgrade for the garden is showing for me, maybe I already bought it before the update and now it's a bit bugged?
Have you clicked on the garden's side door that will trigger event?
As RocketF mentioned, you need to find the farmable garden, clear it, and upgrade it to advance Jin's story passed that level.
