I started playing the current version at 8am it is now 3:20pm and i have not been able to tame a raptor, I think they are set to high
Reptile's Lure is stackable item. There is a status called "Tamable" which appears on the raptor when you use Reptile's Lure. Each use of an item rise the turn counter up by 25. To tame the raptor you have to finish the fight (Winning is a best option) while the amount of turn on the tamable status is above 110. That gives you 100% chance.
If you throw 4 Reptile's Lure just before dealing the last hit should let you tame him.
You also need stables back at your home.
