I don't know which version you're playing, but the relevant walkthrough will tell you where to get Spiral sand!

I see! The second walkthrough link is the one you want then.
Jellies can drop Spiral sand, they're fought in the ocean. Make sure to reach a combo of 50 to guarantee a drop, or a combo of 100 if you can to guarantee two drops!
