Not a hivemind, either. Basically, it's like if your cells were free-thinking creatures. In the case of the totally not pictured Skintaker, these are basically just little amoebas, but the real life siphonophores (e.g. Portuguese man o' war, giant siphonophore, etc) are made multicellular individuals. Pretty weird, huh?
