Sure. The general rule is that, given the same dev environment, I could copy & paste the 560 chars of code and have the same game.
Hi does this also apply in pico 8 if I have a tab with “utils” etc, with reusable functions?
I'm afraid not. All the PICO8 code must total to 560 characters or less. However, there's nothing stopping you from expanding your entry beyond the jam!
