The comic at the beginning — 10 out of 10!
The wolf’s whistling was genuinely creepy and built tension well,
but when I finally approached him, he just killed me without much of a payoff.
I think adding a bit more dramatic effect or buildup in that moment could really enhance the fear factor.

The game wasn't made specifically for this jam, but it fits the theme well, and I wanted to share it.

All games should include a small timer and leaderboard (offline or online).

Was your game designed for speedrunning? I don't see that either of the above requirements have been met.

Create a game that can be speedran within a 72-hour period

The other jam you submitted to, SCREAM FOREVER, was a 7-day jam. Did you confine your efforts on this game to a 72-hour period? Or did you use more time? 

Since the other jam ended before this one started, its also clear that the development effort was done outside of the limits of the SPEED JAM. 

Pitting your game that you created outside the boundaries of the jam against the ones that did isn't a fair thing to do.
