Can I use any game engine I like?

Also, does it has to be web based(need to run on a browser) or can it be a desktop game?

No restriction on engine! You can make your game in whatever engine you're comfortable with.  


There's also no restriction on play format, the vast majority of entries with be desktop downloadable games, but browser games are also welcome.
