As far as I’m aware, it’s however you want to interpret it. The theme announcement video on Instagram showed a couple of different interpretations, plus it’s always fun to see the different ways people take the theme.
LemonCaitie is right, you can interpret the prompt however you’d like to. That way, people will make all sorts of games in both expected and unexpected ways. The examples in the theme reveal video were a few different interpretations - but some may crop up that nobody thought of!
