Hey - just downloaded the game and really enjoyed reading it.
Here are some thoughts / questions:
Would be nice to get some background on why there are "epic sky battles occurring around world" just some context for the conflict and setting. Nice to have but not necessary.
That said I love the setting and saw your list of influences - I was thinking of Rocketeer and His Dark Materials as well. Has a very Steampunk vibe.
Layout and design very good and legible - easy to navigate the different rules areas - like the 2 fold design
Curious why you chose Mark of the Odd as the basis (I've never played it but checking it out) VS other game systems... not a criticism just legitimately curious...
You have everything there to make this a real game - I'd playtest it!
Yeah I've been thinking about making an expanded zine version that has a bit of background and more tables and tools for generating adventures. And maybe character progression.
I played Electric Bastionland online during quarantine (which uses the same rules as Into the Odd/Mark of the Odd), and thought that it was the perfect balance of 'light enough to fit on one page' but still meaty enough to run an ongoing game with.
