I missed the deadline, but it looks as if late submissions are allowed?

I don't see anywhere to submit on the jam page anymore.

Is clicking the "submit game button" on the jam page before the deadline required in order to be able to upload after the jam closed?

There's no requirement for it, you'll just have to contact the Jam Host. I'll see if I can do it for you.
