Thanks for making a web build of your game. I have a Mac so I can only play the Mac builds and web builds. I love the artwork in the game. I think the white number was electricity, and the black number was pollution? I played through pretty far the first time and I got to level 9. Unfortunately my city started growing off screen, it looked like, so I wasn't sure what to do. But I enjoyed playing this game. Also good choice using the hex grid! Our team did the same thing.
