Hello! I was wondering if I could use scratch to make the game because I am not the best with any other language.

You can probably send a link to a scratch project.

No you can't. Jam rules say you are disqualified if you have to link to another site.

Which is in part due the them not wanting people working on the game after the submission and having people rate the improved version

Last year someone did. I'm not sure how, as I don't use scratch anymore. However, you have to be able to upload the GAME to itch.io, not just a link to scratch. Maybe they did it with the downloadable version?

After doing a quick bit of research there are 3rd party applications that can convert from scratch to an html file that can run on itch.io. It's not a native scratch feature
