I had lost some Congress Control due to deficit, but I quickly fixed it and gained surplus in three or four turns. I thought that I would regain the lost Congress Control but this did not happen

Is this a bug or this is the way it is intended to be?

During the deficit I had also passed mandatory transparent financial reports for all members of congress, so I am not sure if that has also caused some loss of Congress Control or not as I was informed that not everybody in congress was really happy about it.
