So this is my problem. When I start running the program itself (not the game), it crashes for me. I have installed net framework 4.0 and visual c ++. OS I have Windows 10.

What are the details of the crash?

I also highly suggest verifying if all the files installed correctly.

Also, NEVER open it from the zip file directory, This usually spits errors and fetching errors. Extract it and run the extracted copy instead.
