How do the track encoding work?

I am trying to figure out how the track encoding works because these codes look so random, for example this is a small segment of one of my custom levels “v3GAIVGbsB4pdXYeO84o6KKe3Mr0uyyeu2SanZtxYMNT”

It looks like it has no order and all I know currently is that it is base64 but that’s it, any ideas of how the game generates these codes and how it could be decoded?

the modding team on dc figured this out, I can copy and paste it if you want
