So here are my PC specs:
A8-7600 (APU with R7 Graphics)
Kingston Fury 2x4gb 1886mhz
Windows 8.1 64-bit
Also this PC can run GTA V on medium settings 720p/1080p between 30-45fps

mine was lagging too but now its better so just try going to options menu and lowering the water graphics and stuff

The problem I think is the optimization of the game because if you build a lot you will have less fps, - buildings + fps, + building -fps
